Num.ContainsLinearRelations(Points:MAT, Terms:LIST of POLY, Epsilon:RAT):BOOL

Checks if a given set of terms has some epsilon-linear dependencies with respect to a set of points.
@param Points A matrix containing the points to check.
@param Terms The terms to check
@param Epsilon Threshold number
@return True or False
