Num.AppKer
Calculates the approximate kernel of a matrix.
Syntax
Num.AppKer(Matrix:MAT, Epsilon:RAT):MAT

Calculates the approximate Kernel of a Matrix with respect to the residual error Epsilon.
@param Matrix A rational matrix.
@param Epsilon The target residual error.
@return The approximate kernel.
