checks if a matrix is symmetric

Description

This function tests whether the square matrix M is symmetric.

Example

  M := Mat([
           [1, 2, 3],
           [2, 4, 5],
           [3, 5, 6]
           ]);
  IsSymmetric(M);
TRUE
